Governance in the 21 st century is truly an amazing process of instant transfer of information thru the electronic medium that we have to learn to make it useful to our daily lives. The knowledge that will trickle down communities to make life comfortable and sustainable in the long run. It has answered our demand to reinvent government operations in profoundly new ways that has intensified information exchange at the global, regional, national and local level. In line with the decentralized governance, local governments are expected to play a more dynamic role, a more active information exchange to propel our country's development.

In this regard, I call on the officers and members of the Liga to strengthen your linkages thru the use of this site and find innovative ways to use the available information in the internet to administer and address your constituents' needs. I urge you to reinvent barangay leadership and governance thru the Internet to upgrade your barangay operation and enhance your leadership skills. It is through these modern electronic medium that we can come up with realistic and workable policies, plans and programs of government at the barangay level that will be attuned with the times.

I sincerely hope that you will continue your active participation in bringing progress to the local community and in the meaningful exercise of local autonomy thru the internet.
